I took the car out to my regular mechanic and he said the retaining clip is 
missing. Next I called Wolf Sport since I bought the shocks from them and 
they said this is common and it had something to do with the washer being 
put on wrong? How can a washer be put in wrong? I've looked around for the 
clip and I can't find it anywhere.

I've done this same thing once too.  If I remember correctly, the clip is 
very small and is installed on the top part of the shaft where the top 
plate sits.  Look at your old shock and on the top part of the shaft there 
will be a clip diameter of a paper clip sunken into a groove.  A round 
platform fits on top of this that supports the top spring plate.  The 
platform is probably install but the clip is missing so the platform moves 
up and down.  The platform looks like a washer about 1/8 inch thick and has 
a small groove that fit onto the clip.
