        First of all the brass ring fitting doesn't have to be removed, or
at least I didn't remove it because it would be too much hassle.  When you
knock out the plug, you need a thin nail to ream the hole out where the
brass fitting is.  After you knock it out it will be easily noticable inside
the new hole.  
        Second, I know that 78' Scirocco's have the plug because that is
what I did it on.  My car had no catalytic converter, just an egr valve for
smog.  so I would assume that cars with no cat have them.  That is not to
say a Scirocco with a cat doesn't have one.  I also know that GTi's have no
plug, plus they have the bigger air flow meter.  If anyone out there knows
the specific years that had the restrictor plug, please write in.  Otherwise
you'll just have to pull it off and look. 
        I don't know if CIS-E's have a restrictor plug.  But you can always
check.  Also there is no hole to be made, you have to knock out the plug.
        It also looks like the 16v's don't have one.  
        There is also one important thing to remember, in messing with the
throttle body.  It is okay to remove stuff that limits air because of smog
rules.  But it is another thing to mess with what the engineers at VW spent
a long time at so that everything was right, i.e. the opening of the
butterflies.
