  Hi I had a similar problem with my 87 Jetta. It was actually a number of
  probs.
  1. The headlight socket wiring was corroded -> replaced socket
  2. My Hi/low beam switch was bad causing a short. Doing weird things to my
   headlights.  Eventually my low beams went completely. It cost $10 for
  a new switch at a scrap yard ( you need the piece with the indicator
  handle on it if that is the prob ) then you gotta haul off the steering
  wheel, remove the trim around the column, unplug the connectors and
  remove a few screws, replace the part and put it all back together.
