Cold start problem

16V or 8V?
If it's an 8V it's probably the warm up regulator.
Despite owning a 16V I really haven't had any problems with it so don't know 
what to suggest in that case.

I'm having a hard start and cold run problem. It will stall if starting. It
won't go over 1500 rpm. Once warm it runs nicely. Is it most likely a vacuum
leak or sensor problem?
