5th is toast.  It's the easiest gear to replace though so you might do ok 
with a COMPLETE tranny flush and search for a fifth in the ratio you would 
like.  I recomend .75 or .80.  If you have a 16V your fifth was a .91 and 
you probably rev'd at around 4500 at 85mph.  If you decide to do a total 
swap because you use 4th alot then a suggested replacement is anything from 
a TD A2 chassis.  I have an ACH ready to go into my GLI but it's not done 
yet so I can't tell you the results.  I don't know what code went into my PL 
GTX but I'm pretty sure it was a TD of some sort.  Stock 16V came with a 2Y 
and I just happen to have one ready for a rebuild if you can tolerate your 
car being reduced to 4th gear until you get it done.  I'll let it go for 
cheap if you decide to do that.  You can buy gear sets from Autotech for 
your 02O tranny and I think you can even just get a fifth set from them.  An 
experienced hand might even be able to do it without removing the tranny as 
5th is alone under the end cap.  Ron is a genius about these things though 
and might even be able to direct you differently.  Check your code otherwise 
and then keep an eye on the Samba :
