idle problems on my 89 golf

Is it the engine that's bouncing, or just the tach?

Tach - electrical issue, possibly bad coil ground, or in the cluster wiring.
Engine - idle control issue, or possibly idle screw misadjusted, or possibly a general tuning issue.

Knowing which enging / management might help.  Don't recall if 89 golfs were all 16v or not...
