Looks like one to me..

single wiper
Euro blinker on the fender
correct lines down the side.
only thing odd is the front fender *gaurd* / flare.

Dumb looking VW rims.

And its taken a  pretty steep angle

What was it determined to be?
An early passat / dasher those typically had flag mirrors.
