Stumped

Alright, I have received the new tach foil and now I am not getting any spark. The fuel pump relay is hitting but I am not get juice to the coil at all. I have traced the circuit and tested per the Bentley, The black wire on current track 15 should be supplying 12v but nada. What the hell have I missed, I have poured over the Bentley but am just missing something.
