fuel delivery

i'm having problems with fuel delivery.  anyone know
if i should be able to hear the buzzing the fuel pumps
make after turning the key from inside the car?  i'm
pretty sure the transfer pump is done for because i
had 10 volts coming in through the wiring harness that
plugs in there, but no sound coming from it.

as far as the main fuel pump would it make much of a
difference if i kneeled down next to the rear of the
car and listen?  from inside the car i'm not hearing
any sort of sound telling me they're functioning. 
basically, how audible is it?
