So I'm disassembling my 84 donor rocco and...

So I'm disassembling my 84 donor wolfsburg rocco and I find something funny on the instrument cluster.  In the top right there is a black knob/rod (like for the clock, but much bigger like almost pencil diameter) with a 1 and 2 above it... I turn it and it clicks from 1 to 2 and back.  Does anyone have any idea what this is?  I was thinking about using the cluster in my Jetta, but I have no clue what this is.

I'll try to take some pic's tomorrow when I pull it out to help ID it.
