Any idea what this is?

Year's ago I ordered a new speedo cable (my needle was bouncin'
everywhere) from a dealership. They asked if I needed the one or two
piece cables. I didn't know, they didn't know, but gave me the double
one anyway. Now I know why I needed two. I never put them in as I
couldn't get to the speedo connection on the back of the guage and the
needle started to behave (and still does).

In a nutshell:

1) This item does not need to be connected for car to function properly.
2) I can delete it by getting the one piece speedo cable. (anyone
wanna buy a two piece?)
3) After 5 years, some things are starting to make sense and I've
owned the car for 11! Is the learning curve supposed to be this bad?
