Both Microsoft AutoRoute and local.live.com both say that your pic is a
Renault factory, or at least it was a Renault factory. See:

Try looking northwest of the city at the P?rque Industrial Vila Am?lia and
the Autoeuropa. Also note that nowhere does it say if it is being built in
Set?bal the city or Set?bal the county/state/whatever.
