No, untrue.

The 4k came in the 84 Scirocco, Wolfsburg or not.  The '83
Wofsburgs would likely have had a 2H (as that's what the
same year '83 GTI had.), and the standard '83 still had the
long ratio FF/FN type gearbox.  In 1985 and later 8v
Sciroccos, VW went with the 9a which had a 3.67 final
drive.
