Power Steering Cutting out - Audi

My Audi 4000S's power steering is jerking when turning the wheel.  It has
gotten worse over the last couple of days.  The fluid level is full and I
haven't had to add any.  Do you think it is the pump or the rack?  If the
pump does any one have one?
