What amount of Powder Coat?

Well, sections of the block will be greater than the coolant temp as you get 
closer to the combustion chamber, but generally it'll be around coolant 
temp.
The head probably will have greater temperature variations, combustion 
chambers and exhaust ports, but the aluminum has much greater thermal 
conductivity which helps to even it out.
