exhast repair?

i got this TT part 253.001 to fix my buddies scirocco 16v factory down pipe
flex joint. This part looks like it needs to be welded on, but the old flex
joint is held on by springs and bolts.

So i guess what I'm asking is... is the new tt part a weld on repair that
holds up the exhaust?

Does this make any sense?
