MKI starting issues

Sounds to me like  the timing is still off - ignition and/or camshaft.  What 
do you mean by the marks down the side of the block?

TDC on flywheel, TDC camshaft mark with gasket surface, ign rotor pointing 
at the hash mark and number 1 plug wire connection on cap.

and reset the timing as
