I'm sorry, but if all it needs is a fuel pump or relay - there is NO WAY he
should list it without replacing those parts.  Which makes me very
suspicious.

He would MORE than get back the price of the parts if it is a running,
driving vehicle.  Hell, I might even bid on it then.  Otherwise, there are
too many unknowns.  Oh, it needs a fuel pump.  And a connecting rod and a
piston and a head and ...  you get the idea.
