No 2nd or 4th!!!!

This is on a 9A Tranny. For some reason this started and can't get
into second or fourth (lower gears on the pattern.) Does this running
or not. Anyone seen this before? Assuming this is an adjustment issue
or possibly faulty linkage?
What should be checked and what needs to be done to cure the problem?
