True...  That, and in my experience, if a car sits for a long time w/o running, the 02 can go bad...  Ultimately, I would get the car warm, and then test the 02 to see what sort of voltage it puts out...  It should vary fairly rapidly between .45-.85 or so volts when warm...  It will go back and forth steadily at idle, and go very low if you rev the throttle...
