Careful, Cathy.  I called the Cal DMV when this question came up and was
told an out-of-state driver can indeed be cited for items that are illegal
(no front plates, dark tint, etc.) in California, even though they may be
legal in the state the car is registered in...."it's up to the discretion of
the officer" seems to be the official policy.
Preposterous, but, hey, that's life.
