I think what David meant to say is that the "effect" of the weight is multiplied, because of the bumper's position.

  Not only that, I think that there is something to be said for where they 
  are...  Removing them really helps with cornering, because they are so far to 
  either end of the car...  The weight is multiplied because of leverage...
