This percentage is called the aspect ratio. And mark is correct.  It is
directly related to the width of the tire.

Not quite.  IIRC the first number is the width (in millimeters) of all
the rubber - picture the sidewalls flattened out.  So 195 is both
sidewalls + the width of the tread.

The second number is the percentage of the first number that equals the
sidewall.  So 50 represents 50% of 195 - so your total sidewall = 97.5
mm

The third number is the diameter of the wheel itself.
