1982 Scirocco Electrical Problem

Hello All:
    I have an interesting problem with my '82 Scirocco. When I activate 
the right-hand turn signal, it flashes at about twice normal speed, and 
the front wiper cycles continuously. When I cancel the signal, the wiper 
makes 3 more passes and then stops. I have changed the switches and the 
relays with no change to the problem.
    Any suggestions would be appreciated.
