Stuck Ebrake cable

This is on my Caddy but it applies to A1s in general.
I'm posting this even though I can't possibly imagine a way out. Changing
both cables and each of them is stuck exactly the same. Pulling the cable
out of the hard "tube" that serves as the conduit for about 18" or so, from
underneath. The thin plastic sheath had broken off the cable and did not
com out with the 12" or so that I pulled out. Now the threaded end of the
cable is stuck in this hard tube because of the severed and bunched up
plastic sheath. CRAP !
I could cut the cable there and pull it out the onter end, but now it is
stuck so tight I can't "push" it back up enough to grap the threaded end.
I need something that is flexible and just a hair narower that the conduit
and start in from inside by the handle and thread it down there and wail on
it to roto-rooter the clog out.
Can anyone offer any support here?
