Speedometer chirps like a bird.

My speedo is getting worse, chirping away like it's gonna explode.  I know it's the speedo and not the odometer, cause whenever it makes noise, the speedo jumps like it's on drugs.  So, is this gears going bad, or a loose speedo connection?  If it's gears, do I need a new cluster to fix it, or just a new speedo cable?  I hope it's not the gear in the cluster itself.  Any advice?
