does your oil temp gauge do this?

thats a ground issue. particularly the connection from the block to the
chassis. if the ground there is weak, it causes an offset ground, which
effects the output of the oil temp sender (which is a voltage with respect
to the (now unstable) ground).
the battery to chassis ground connection can also cause this.
