Sounds like you need to get them out asap. 
So he declines payment in advance then says he is keeping the cars for 
payment? Kinda a dick move and he cant just keep them until he takes you to 
court and thats the judgement. If he tries to stop you from taking them bring 
the Sheriff and proof of ownership (insurance too if cops are involved) and 
let them be the moderator.
