Got my Euro bumpers DONE!

Pretty much as long as you scuff up the bumpers really good.  I used 320grit 
sand paper to sand them and to take down a little bit of the texture.  I 
made sure that i sanded every part of the surface to get painted including 
the flats of the edges.
Because you sand the bumper like this, there will most likley be plastic 
showing... mine already had paint on them, but i sanded it all off.  If you 
have just a plastic bumper with no paint you will need to spray a plastic 
adhesion premotor.  I used this stuff made by FUSOR.  It comes in a purple 
can with red writing.  I sprayed the whole bumper down with this stuff, just 
a light tack cote.  Once you have some kind of plastic adhesion premotor on 
there, any kind of primer will stick.  I used Gorilla primer made by 
TRANSTAR.  It is a HIGH BUILD primer that pretty much fills in all the 
leftover pits and all sand scratches i made with the 320grit paper.
Once the primer is dry, i spray the whole thing down with a dusting of low 
spot finder, or just black spray paint.  This way i can accutally see the 
low spots when i am sanding the bumpers smooth.  I did break through the 
primer back to the plastic on some of the edges.  before i sprayed the color 
i put some more of that fusor plastic adheasion stuff on.
Pretty much from there they are done... all ya  have to do is spray your 
basecoat, then spray your clearcoat (try not to run it or leave dry spots) 
then sand and buff to profection.  :)  HTH.
