Simple.  You do not need 250hp in a Scirocco - the car is
quite light.  It would be a rather undrivable beast and the
frame would be a pretzel in no time.

Ok, let's start tackling the problems with your car.

First, the tranny popping out of 5th = low gear oil. 
Hopefully you've not done any real damage to the
transmission yet.  If you have, see my second point listed
below.  :)

Now as for the "pick-up" issue.  There are several things
that can significantly help your car in its current state.

First, open up the exhaust a bit.  You'll want to ditch the
4-1 "toilet bowl" exhaust manifold for a 4-2 exhaust
manifold / dual downpipe from an earlier Scirocco / Rabbit.
 Combine this with a free-flowing cat-back exhaust 
(Techtonics is highly recommended.) and this is generally
accepted as adding 5-7 h.p.

The next big thing I'd recommend would be a transmission
with a better final drive.  The stock 9A you have now has a
3.67 final.  Try sourcing another close-ratio 'box with a
3.89 or 3.94 final - such as the 4k or 2h.  Check the
"gears" chart on Scirocco.org.

And then if this still isn't enough for you, installing a
2.0 8v engine is the next logical step.  Several folks on
the list have done it (I'm not one of them, yet) so a plea
for their help would be in order.

Currently, my '86 still has the stock "toilet bowl" exhaust
manifold, stock exhaust and stock tranny.  My '85 has all
of these modified, and is a very different (read much more
fun and fast) driving car.  (The '86 exhaust let go last
week though, so the TT system arrived tonight....  
muhahahaha).
