shimming crank pulley

I got my water pump and alt pulleys to line up beautifully today but the 
crank pulley is way off. what can I use to correct this? I am using a 
non-a/c w/ PS crank and water pump pulley. Whay are these not lining up but 
the alt and water pump do??

Also snapped a head off of one of the oil pan bolts as I was torqueing them. 
Obviously not a good bolt as it broke before the torque wrenck kicked.
