noisy oil pump(its new)

I just got my new Febi/Bilstein oil pump in the mail, bought it off Ebay.  By all appearances it is brand-new, but when I move the shaft back and forth it goes "tick tick tick", I assume this is the two gear-things hitting eachother.  Also when I spin the shaft in one direction it still goes "click click click".  Is this normal?  It has no oil in it yet-
