nope, means it can dry with or without o2
well, i should say 'harden' instead of 'dry'
the thinner must still evaporate off (approx 30 minutes), but the actual
paint will harden within 3-4 hours. once the thinner is out, you can sit the
wheels underwater and they would still harden properly.
