Which headlamps for my 88 16v???

My low beams go off when I turn on the highs - could this be because the PO 
replaced the low beam headlamps with ones made to be used as low beams only 
(instead of low/highs)?

PS. - H4651s worked fine... not as bright as I would like, but better than 
no high beams.
