DD PS Rack

Hi,
My DD, a 180k 1991 Jetta GL is having some steering problems. The PS
pump is always groaning loudly. I was thinking of changing the pump, but
checked the rack first. When I turn the rack it makes a ticking or
clicking noise. It doens't take too much effort. Is the rack done?
There is a large 17mm? hex in the rack. Can I put any lubrication in
there?
