OT golf 2 question

On the drivers side door there is a wire that comes out of the back of the 
shoulder seatbelt connector. If you cut that wire and short it together, 
that should bypass the switch. If you're car is turning over, but not 
starting, than all the safety things are working fine. Is your car not even 
trying to turn over? Just turn the key any nothing?
