ARP head bolts

       O.K. I know I've seen this on the list before but I wasn't paying 
attention.
I am a little confused by the arp's torque specs.
       
       I have a 16v so do my studs protude into the water jacket and need arp 
thread sealer?
       Or...

       do they protrude into a blind hole and need moly assembly lube?  

       In either case it appears that they get torqued to 70 ft lbs,  BUT 
then it says that due to the expansion rate of aluminum it is recommended 
that the torque should be 65 ft lbs.
         SOMEBODY STRAIGHTN ME OUT
