Stretch bolts?

You would have to measure the same bolt before and after applying the
correct torque to it.  Otherwise, if they were to stretch .050" to .100"
(imaginary numbers) or so, then yes, you could tell that they stretched.
However, if they're only going to stretch .001" to .010" then you'd never
know due to the differences in bolt length when they're made.
