16v electrical Q



My fuel pump relay does niot "click" when I trun the key to on.
1.    Relay DOES "click" when I put 12v from a spare battery to the proper
terminals/spade connectors on the relay.
2.    The Load reduction relay (which sits directly beneath the FPR DOES
click when I turn the key
3.    When I put my VOM in the proper slots in the FPR socket I do not get
voltage whe I turn the key (semi redunatant)
Granted My harness is  "mostly in" but I have the 2 large (4 or 6 mm) red
leads coming in giving power to the fuse box.  The ign switch is OK (see 2)
so "power line 15" (switched power) does go hot when I turn the key.
Am I looking at a bad Fuse panel, spec the FP relay socket?   What else can
it be.
I fell by now I have a pretty good Idea of the Bentlys wiring chart and am
fairly handy w/ a volt meter.  So an more troubleshooting adivce or "off the
cuff" diagnosis would be helpfull.

Note:  This is the same 16v fuse panel; and harness that worked the last
time I drove the "parts car"
