that's what i thought. but it didn't. this is why i was surprised at what 
the problem ended up being.

nope, dpr wasn't fluctuating; that's why i tried the meter to begin with. it 
just wasn't putting out a signal.

maybe, but i don't think it was shorted; the female end was still in the 
plastic plug, just not making contact with the male end.

i figured that, but i was surprised that it didn't light the led test light. 
wierd stuff.
