Aftermarket Wheel Question

MY "new" '83 has 14" Teardrop rims.
I was fine with this until last night. I wanted to
"take care" of a tie-rod end, so I remove the wheel
and to my horror (picture Boris Karloff) I discover
the rims are not hub-centric!
WTF? Anyone know if there are adapter "rings" to make
these hub-centric? I assume these are Brazilian
knock-offs.
