87 16v fuel pump?

sounds like the wiring to the main fuel pump(the one outside the tank) is
the culprit here. There is a transfer pump inside the tank and you should
test that to make sure it is transfering enough fuel to the main pump. you
test the transfer pump by removing back seat and then the little black
cover. Remove the rubber fuel lines, one is a return line and one pumps
fuel to the main pump, plug the return line and put the line that send fuel
to the main pump in a glass jar or something, if you are facing the rear of
the car the line on the right side is the ouput hose. then when you jumper
the relay the transfer pump will start pumping and it should pump at least
10oz of fuel for 10 seconds of operation. also the tank should be less than
3/4 when you do this. This is per the Bentley manual and if you don't have
one you should get one, in most cases it is much better than the Haneys(sp)
manual.

there is a lift pump in the tank on a 16v contrary to what your manual says.

Lift up your back seat and you will see a black access panel. Continue your
electrical tests on that pump.
