Foxx,
When I installed my engine ('84, JH 1.8) I swapped cams, and when I went
to line up all the timing marks I used the mark on the left (fender
side) of the cam gear instead of the right (engine, and correct) side.
I ended up figuring it out after nothing else worked......maybe you're
using the wrong mark as well?
