what kind of material is it? metal or plastic ?

if it is plastic, sand it down with a wet sand 400 grit, the rub the entire
peice with  paint thinner, let it dry and use a plastic (for bumper for
example) primer before painting it ( 3 coats of primer, 10 mins apart (75'F,
20 min if below that) and let it dry a full hour or two (temp dependant)
before appying 4 coats of paint (again if plastic based) try to get the kind
that is made for plastic)

if it is metal, do a wet sand like above, and use the paint thinner twice,
use a good quality metal primer (as local body shop) but I would suggest a
primer for headers (high temp design = better grip on metal)_ before
painting it.
