Non-Cat MK1?

   That's possible, but Bently's 75/79 Rabbit/Scirocco manual claims that 
only FI cars sold in California were equiped with a catatonic converter (Chpt 
3, pg 72). The only evidence I have for that is my Rabbit was an Oregon car 
and my two Roccos were in/from Nevada, likely from California. I can't use 
the underhood emissions decals to back this up as they're long gone.
  My guess for that would be a  non-cat MK1 would only have the yellow decal 
that has the vacuume hose diagram and engine data, but a cat or 
Calfornia-based MK1 would have a second decal (rectangular, gray?) that says 
something like "This vehicle conforms to (year) California emissions 
regulations" or " This vehicle is equiped with a catalytic to conform 
with...blah blah blah". 
  What year did VW start building with 100% cats in their cars imported to 
the states? Was this with the start of the MK2 line?
