Heater Control Cable Problem

When I adjust my heater control level from cold to hot to cold the valve
under the hood does not move. I have a new valve and new cable. What does
happen is the whole cable assembly is moving around under the dash. It
looks like it should be held inplace or supported some how to allow the
cable to move/slide inside the casing rather than the casing moving around.
Anyone have this problem?
