Why won't my fan sht off?

Does this Apply if the AC has been completely removed from the car? these two 
connections are now just dangling around, could these be causing the problem?

<Does the car have a/c and are you running the defroster?
 
The reason I ask, if the compressor is on and it hits a certain pressure 150 
psi on the high side the fan will kick on. If the high pressure switch is bad 
the fan will stay on after you turn the key of and continue to run until you 
pull the relay. How do I know, it happened to me. Behind the passenger side 
headlight in front of the washer bolt the are two small switches first one is 
green that is the low side switch and a wire leads to the compressor (this 
will not power the compressor if the freon is low <10 psi) the over one is 
the fan swtch that turns the cooling fan on high if the pressure exceeds 150 
psi disconnect that one. Then have the ac serviced and replace that switch.
