What's this vacuum line?

Yes, its the vacuum for the HVAC controls.  The connection on the "black 
box" is just a pass through.  Inside it goes to the vacuum distributor 
which is controlled by the top HVAC control lever.  The line that runs to 
the passenger fender goes to a vacuum reservoir.  You should also have a 
small circular check valve between the "T" fitting and the intake manifold.
