Sorry-More alternator questions

Is this unusual?    11.8V at the battery posts @ idle......11.8V  @ 2500
RPM.  even if there is a load, like my H1/H4s on "flash to pass"  the output
is 11.4 - 11.4
this is the "new" alt from BowWow, my original was even worse
The grounds are "stock" but cleaned up and rebolted.  And I get the same
results when I put a big 'ol jumper cable direct from the neg post to the
alt housing..as per the guy at BowWows advice for testing for poor grounds.
Did I jump to conclusions by taking the alt back?
The bench test at Shucks/Kragen/whatever said it made just under 13.
