Brake question

Hello list,

I have a wet braking question.  On my 16V roc with the brakes all the way
around I have problems when braking during wet conditions.  Living here in
the Northwest that is not ideal.  When it is raining or the highway is very
wet from rain during the day my brakes seem to take about 10 seconds to
respond normally.  It doesn't take long for them to get this way a few miles
on the highway or freeway will cause this problem.

I was wondering if anyone had thoughts on slotted rotors and if they might
help with this problem.  My car is due for a rear rotor change and want to
know if spending the extra money would be worth it.  The fronts would have
to come later.
